In wizardry -- and specifically, in wizards -- the "embedded" quality which enables a wizard to cause a spell to happen. This quality vests only in beings in whom it has been directly authorized or activated by the Powers that Be. The lack of enacture is what keeps non-wizardly Speech-users from being able to manipulate the universe using the enactive power inherent in the Speech.
