(from Gr. φυλαχ / φυλακος, phulax / phulakos, "a guard: something guarded, secured".) A closed-curve universe, space or plane in which energy supplies are purposely limited so that the activities of the being or beings secured or confined in that plane are also limited. In the Speech, the cognate term used is aiyutheneitamal; it implies that the confinement is secondary to a judicial proceeding.

Tales of these regions of confinement, into which inimical life forms, supralife forms, and sometimes even the Lone Power have been placed in order to stop their depredations, are widespread throughout the known worlds. In the Lone One's case, the manifestations confined in phulakic volumes are usually Its avatars: though their presence in such places is seen by some as an indication that the dark Source of the avatars is also so confined, in a volume with a similar level of seniority to Timeheart.

The Dark Manhattan is most likely correctly identified as a phulakic volume, as the Lone Power is heard complaining about the limited energy levels available to It there. SYWTBAW)
